Highly (Hitachi Venture) Rotary Condensing Units are low cost units used for smaller applications like remote Coldrooms and meat Serveover which the scroll compressors does not cover. They are heavy duty and the weight is much less than the scroll units. They are assembled in a fully dressed configuration and they operate on 1-phase (240V).
